State-Based Pre-K
State-Based Pre-K is a free, full-day program for HEB ISD students who are 4 years old by September 1st and meet at least one of the following eligibility criteria:
- Unable to speak and comprehend the English language
- Is educationally disadvantaged (eligible for national school lunch program)
- Is homeless (as defined by federal law)
- Child of active duty U.S. military personnel
- Child of military personnel injured or killed on duty
- Has been in Texas foster care
- Child of a Star of Texas Award recipient (police, firefighter, EMS)

Tuition-Based Pre-K
Tuition-Based Pre-K is a full-day program available to students who live inside or outside HEB ISD boundaries and are 4 years old by September 1st. Families pay a monthly tuition fee upon acceptance through the lottery system.
Lottery System
- Enrollment based on a lottery system
- Must complete the Tuition-Based Pre-K Lottery Application by the deadline
- Families will receive email notifications with results
Online Registration
Online registration for Prekindergarten will open by April 8, 2025.
Eligible children must be FOUR years of age on/before September 1, of the current school year.
