Steve Chapman has been in education since 1984. He began his career teaching in San Angelo ISD and moved to HEB ISD in 1986, teaching one year at Hurst Junior High School and two years at Trinity High School. He was an assistant principal at Trinity High School for three years before accepting the principal position at Permian High School in Odessa in 1992. He returned to HEB ISD in 1996, where he has remained ever since, first as Assistant Superintendent for Secondary Administration and then in his position of Deputy Superintendent, a position he held from 2001 until becoming Superintendent in 2013.

Chapman has a superintendent certification from the University of Texas at Arlington, master's degree in educational administration from Texas Woman's University, and a bachelor's degree from Angelo State University.

Chapman is committed to the District's efforts to prepare students to live and work as citizens of the world. International Baccalaureate, the International Business Initiative, and the establishment of sister schools in India and China have all occurred with Chapman's involvement and support. He has traveled to China and India, where he witnessed the need for students in the United States to successfully compete with students from these countries for college admission and career advancement.

He helped initiate the systems approach to continuous improvement in 2004 that has helped increase student academic performance and that has kept HEB ISD fiscally strong. Board President Dr. Faye Beaulieu said this was a factor in the Board's selection process.

Chapman has been both a state and national presenter at educational conferences and he is a member of state and national associations, including District Management Council and American Association of School Administrators. He serves on numerous local, state and national boards and committees, including 6 Stones Mission Network and the Texas Association for Supervision and Curriculum Development, of which he is a past president and an instructor for their Curriculum Leadership Academy. He is also a graduate of Leadership HEB.

He is married to Tanga, who taught at South Euless Elementary School, and they have two children, Kyle, who is a Class of 2016 graduate of Trinity High School, and Cade, who is a 2011 graduate of Trinity High School.
