Student Personal Communication Device Guidelines

Starting with the 2025-2026 school year, all student cell phones and communication devices must be turned off and stored in a bag, locker, or a designated storage area throughout the school day.

In 2025, the 89th Session of the Texas Legislature passed House Bill 1481. This new law requires all school districts to adopt a written policy prohibiting student use of personal communication devices while on school property during the school day. This page outlines basic expectations that apply to all HEB ISD students, followed by answers to common questions.

Expectations for All HEB ISD Students
