Student Personal Communication Device Guidelines
Starting with the 2025-2026 school year, all student cell phones and communication devices must be turned off and stored in a bag, locker, or a designated storage area throughout the school day.
In 2025, the 89th Session of the Texas Legislature passed House Bill 1481. This new law requires all school districts to adopt a written policy prohibiting student use of personal communication devices while on school property during the school day. Expectations for All HEB ISD Students
To support instructional time and minimize interruptions, all personal communication devices must be powered off and stored in a location that is not on the student’s person, such as a backpack, purse, bag, locker, or a designated storage area determined by the campus.
What is a Personal Communication Device?
Personal communication devices include: Cell phones, smartwatches, tablets, radios, headphones/earbuds, or any non-district-issued electronic device capable of telecommunication or digital communication.
Violations & Consequences
Any device used or visible during the school day will be confiscated. Disciplinary consequences will be issued in accordance with the Student Code of Conduct.
Exceptions (as allowed by HB 1481)
Personal communication device use is permitted only when required by a documented IEP or Section 504 Plan, prescribed by a physician for a medical condition with documentation, or required by law or school safety protocol.
