Hello HEB ISD Parents & Families!

I wanted to share some exciting news about a decision by the HEB ISD Board to call for a bond election during this week’s Regular Meeting of the HEB ISD Board of Trustees. The $997.3 million bond referendum would generate funding to construct new schools for L.D. Bell High School, Trinity High School, and four of the district’s elementary schools (Bell Manor, Hurst Hills, Wilshire, and Midway Park). Additionally, the bond would provide funding for safety and security updates at EVERY HEB ISD campus, technology infrastructure upgrades, and technology devices.

As you may know, both high schools are more than 50 years old, have deteriorating infrastructure, settling foundations, and undersized classrooms according to Texas Education Agency (TEA) standards. In a recent survey of HEB ISD residents, 75 percent of respondents said they favor the plan to build new schools to address the facility issues and provide students and staff with a fresh start.

HEB ISD currently has the lowest tax rate in the DFW area, and while this bond could increase the debt service portion of the tax rate by 13.76 cents, the overall school district tax rate is expected to be approximately five cents lower than last year because of state compression on the operations portion of the tax rate. With voter approval on the November bond, the HEB ISD tax rate would still be lower than many Tarrant County school districts.

I want to extend our deepest gratitude to the HEB ISD school leaders, community members and consultants who toured and studied our campuses, reviewed the district’s finances, and developed the recommendation for a November bond election to the Board of Trustees. There was nearly unanimous support for the recommendation, with 97 percent of committee members in agreement with this bond package. We hope that as parents and guardians of students in our district, you take the opportunity to learn more about the committee’s work, projects proposed, district tax rates, and ask questions about the impact of the bond election.

On the November ballot, the bond referendum will be presented to voters as two propositions:

Proposition A

• Trinity High School Replacement
• 4 New Elementary Schools
• Bell Manor Elementary Replacement
• Hurst Hills Elementary Replacement
• Wilshire Elementary Replacement

• Safety and Security Updates (Security Vestibule at Hurst Jr. High and Equipment Required from House Bill 3)
• Technology Infrastructure and Technology Security

Proposition B
$18,000,000

• Technology Devices

Any HEB ISD resident who is registered to vote may cast a ballot in this election. Voters will be asked to vote “for” or “against” HEB ISD Proposition A and “for” or “against” HEB ISD Proposition B. Once polling locations open, HEB ISD voters may vote at any Tarrant County Vote Center in the county.

Early Voting is October 23 – November 3. Tarrant County voters may vote at any Vote Center in the county. Polling times will vary by day.

Election Day is Tuesday, November 7. Tarrant County voters may vote at any Vote Center in the county. Polls are open from 7 a.m. to 7 p.m.
